A number that is not on the list gets nothing

WhatsApp has no notion of an internal user. The separation the brief asks for is built: every incoming number is matched against a list that maps it to a role, and that check runs before any action is attempted.

An unknown number is not answered, and the attempt is written to the log. Which is also how you find out, after the fact, that someone tried.
